My aunt resorts to screaming at her kids when she needs to disciple them. Never does she not scream when mad. Is this bad parenting?

This is my Mom's brother and sister and their father, who died before I was born, was apparently a big screamer and used a belt to disciple as does my aunt and uncle (the uncle said he doesn't like it but sometimes has to).
